On July 6, 2017, CCCWA announced that eligibility requirements for prospective adoptive parents have changed.  The changes are effective immediately and will affect families who submit their dossier or apply for Pre-Approval to adopt a Special Focus child after July 7, 2017.  We have posted a copy of the current regulations for your information.  Please note, not everything outlined in the attached regulations is new.  Therefore, we have outlined below the key changes.

Family size- For couples wishing to adopt, the number of minor children currently living in the home can be no more than 5.  Single females wishing to adopt may have no more than two minor children living in the home. 

Age of children already in the home-  The youngest child already in the family must be at least 3 years old at the time the family’s dossier is submitted to China.  Families may apply for Pre-Approval to adopt a child listed as Special Focus before the youngest child in their home has turned 3 if the child will turn 3 before the family submits their dossier to CCCWA.  Please note, families are given 6 months from Pre-Approval to submit their dossier.  Therefore, a family whose youngest child is 2 years and 6 months old could apply for Pre-Approval to adopt a Special Focus child.   

Age difference between a single mother and the child to be adopted-  The age difference between a single female and the child to be adopted can be no more than 50 years. 

Length of marriage- Couples in which neither party has had a previous marriage and couples in which either party has had one divorce should be married for a minimum of two years.  If either party has had two divorces, their current marriage should have lasted for at least 5 years.  Please note, if the couple lived together prior to marriage, that time may be included.  Couples in which either party has had more than two divorces are ineligible. 

History of cancer-  Individuals with a history of skin cancer, thyroid cancer, breast cancer or testicular cancer must be in remission for at least 3 years.  Individuals with a history of other kinds of cancer or malignant tumor must be in remission for a minimum of 5 years. 

Concurrent adoption- Concurrent adoption of unrelated children is no longer allowed.  Couples may adopt twins, multiple births, or biological siblings. 

Time between adoptions- The time between completing one adoption and submitting a dossier for a subsequent adoption must be at least 1 year.  Families must be up to date on their post placement reports before beginning another adoption.
